On the morning of October 24, 2019, Lawyer He Qiong, Director and Senior Partner of Luheng Law Firm, was invited by the Hengyang State-owned Assets Supervision and Administration Commission (SASAC) to deliver a special training on "Articles of Association Design and Checks and Balances" to all cadres of the municipal SASAC organ and the main person in charge of municipal state-owned enterprises at the conference room on the second floor of Hengyang SASAC.

In this training, Lawyer He Qiong elaborated on how municipal state-owned enterprises such as state-owned platform companies and wholly state-owned enterprises formulate articles of association in line with their own operating conditions, and how to prevent and control the risks of state-owned assets operation from five aspects: "Risks of 'Foolish Articles of Association'", "Special Provisions on the Articles of Association of Wholly State-owned Enterprises", "Key Points of Personalized Articles of Association Design", "Incorporation of Party Building Work into the Articles of Association", and "Analysis of Articles of Association Examples". She also shared wonderful cases in detail. This sharing combined theory with practice and was highly praised by all participants.
